JOHANNESBURG, South Africa – The United Nations Educational, Scientific and Cultural Organisation (UNESCO) defines the literacy rate as the total number of literate persons in a given age group, expressed as a percentage of the total population in that age group.

Literacy measures the accumulated achievement of primary education and literacy programmes in imparting basic literacy skills to the population, thereby enabling them to apply such skills in daily life.The literacy rate is used as a key indicator of social development, as literacy contributes to the ability of an individual to function independently and to contribute to the economic, social and cultural development of society.

What is International Literacy Day?

For over 40 years now, UNESCO has been celebrating International Literacy Day by reminding the international community that literacy is a human right and the foundation of all learning.

According to data released by the UNESCO Institute for Statistics, literacy rates for adults and youth continue to rise. Young women aged 15-24 are making the strongest gains, but still lag behind young men. Statista reports that the global literacy rate among adults increased from 67 percent in 1976 to 86 percent in 2019.

Despite these gains, UNESCO reports that 774 million adults (15 years and older) still cannot read or write, with two-thirds of them (493 million) being women. Among youth, 123 million are illiterate, of which 76 million are female. Even though the size of the global illiterate population is shrinking, the female proportion has remained virtually unchanged from 63% to 64%.
