BRUSSELS — Ukrainian President Volodymyr Zelensky issued an urgent plea for reinforced European leadership and air defense support following a wave of Russian air strikes targeting civilian sites and energy facilities.
Speaking after high-level discussions with European Council President António Costa and European Commission President Ursula von der Leyen, Mr. Zelensky warned that Moscow shows no signs of readiness to halt its aggression.
”Right now, there are no signals from Russia that it is ready to end its war,” Mr. Zelensky said in a statement. “The signals it is sending point to something entirely different and certainly do not bring peace any closer.”
The talks coincided with a devastating morning strike on Kharkiv, where local officials reported at least two people killed and 17 others injured. Russian forces also targeted energy infrastructure in four distinct regions overnight, as well as a commercial shopping mall in the western city of Rivne.
The escalating bombardment underscores Kyiv’s critical need for immediate military and civilian aid ahead of winter. Mr. Zelensky noted that discussions focused primarily on securing immediate air defense systems to safeguard civilians and stabilizing Ukraine’s energy network, which has been repeatedly battered by long-range missiles and drone strikes.
Beyond urgent military requirements, the leaders coordinated long-term financial assistance to maintain Ukraine’s fiscal stability through next year.
The talks also marked significant progress on Ukraine’s bid for European Union membership. Following the opening of new negotiation clusters earlier in the week, negotiators aim to open the final two remaining accession clusters before the end of the year.
Expressing gratitude to Mr. Costa and Ms. von der Leyen, Mr. Zelensky emphasized that prompt execution of defense agreements remains vital to countering Russian terror.
Energy Grid Vulnerability: Russian forces have repeatedly focused campaigns on Ukraine’s power generation and distribution network to cripple utility services and weaken civilian morale.
EU Accession Track: Since receiving EU candidate status, Ukraine has accelerated legislative reforms to meet European governance standards. The opening of structured negotiation clusters represents a critical step in formalizing full membership.
Air Defense Shortages: The continuing strikes highlight the operational burden placed on Ukraine’s air defense capabilities as Russia deploys mixed salvos of ballistic missiles and long-range attack drones.
