    ​Otti Signals Infrastructure Push with ₦1.016 Trillion Appropriation Law

    ​UMUAHIA – Abia State Governor, Alex Otti, has signed the 2026 Appropriation Bill of ₦1.016 trillion into law, marking a significant milestone in the state’s fiscal history and signaling a massive shift toward capital-intensive development.

    ​The budget, titled the “Budget of Acceleration and New Possibilities,” was signed yesterday following its passage by the State House of Assembly.

    The ₦1.016 trillion figure represents a bold financial roadmap aimed at transforming the state’s economic landscape and improving the quality of life for its citizens.

    Speaking during the signing ceremony, Governor Otti emphasized that the 2026 fiscal plan is designed to be a “forward-looking” document.

    He noted that the administration’s primary focus remains the aggressive development of critical sectors, specifically targeting healthcare, education, infrastructure, and economic empowerment.

    A key highlight of the 2026 budget is the maintenance of a high capital-to-recurrent expenditure ratio.

    Governor Otti confirmed that the figures presented to the legislature remained intact, underscoring the government’s resolve to prioritize long-term assets and sustainable development over administrative overheads.

    ​”The budget reflects our unwavering commitment to building a prosperous Abia, a state where opportunities abound and infrastructure works for the people,” the Governor stated.

    “The capital-to-recurrent ratio holds firm, underscoring our focus on sustainable development.”

    ​Governor Otti extended his appreciation to the Speaker of the Abia State House of Assembly, Rt. Hon. Emmanuel Emeruwa, and the members of the House for their “diligence and speed” in processing the bill. He praised the legislative arm for its rigorous scrutiny and collaborative spirit, describing the process as a testament to the strengthening of democratic institutions within the state.

    ​The Governor also commended his executive team for their “tireless effort” in crafting the trillion-naira document, which he believes will serve as the engine for the state’s next phase of growth.

    As the state moves into the implementation phase of the 2026 fiscal year, the administration has vowed to ensure that the “Budget of Acceleration” translates into tangible improvements in the lives of Abians.
