The security expert said he came about the statistics based on the level of research he has embarked on in recent times.
He canvassed for decentralization of the Nigeria Police, not necessarily state police, but a situation where the Ministry of Interior will create regional outfits that take care of security outfits in each region.
On the licensing or residents for arms in Zamfara to enable residents procure arms to defend themselves against rampaging bandits, Dr. Kabiru Adamu said that merely arming residents would not solve problem of insecurity since those armed required training on handling of arms.
Quoting the Arms Control law, he said individuals applying for arms out to undergo psychological examination including polygraph test, (lie detection) and training on handling of arms before they are granted arms after approval by the Inspector General of Polce.
He said the Act is however not been implemented as it is in Nigeria.
