PORT HARCOURT — The Niger Delta Development Commission (NDDC) has taken a major leap toward operational modernism as it officially activated its Electronic Memo (e-Memo) Portal, onboarding its Managing Director, Dr. Samuel Ogbuku, onto the platform.
The onboarding exercise, which was conducted by the Commission’s Information Technology and Innovation (IT&I) Department at the NDDC headquarters in Port Harcourt, marks a critical step in transitioning the agency from “transaction to transformation.”
Speaking during the exercise, Dr. Ogbuku highlighted that automating internal processes will eliminate human errors, misplaced files, and unnecessary delays traditional to manual documentation.
“Adopting digital processes will enable the Commission to work more efficiently and ensure critical documents and processes move through the system in record time,” Ogbuku stated.
He reiterated that Directors within the Commission have completed relevant training, with other cadre of staff scheduled to follow. He directed all directors and unit heads to strictly adhere to the new digital workflow as the NDDC transitions into a fully automated operating environment.
Detailing the technical rollout, the Director of Information Technology and Innovation, Engr. Emeka Ani, revealed that the E-Memo platform went live on September 22, 2026.
Engr. Ani explained that the department carried out an end-to-end evaluation of existing administrative workflows across all directorates, aligning them with approved Standard Operating Procedures (SOPs) before full automation.
“The E-Memo Portal is expected to provide a more streamlined and efficient mechanism for processing, reviewing, and approving official memoranda within the Commission, while reducing reliance on physical documentation and improving the speed and traceability of administrative processes,” Ani noted.
He added that onboarding and continuous guidance would be extended to all staff members to ensure seamless operational compliance across the Commission.
In a related event, the Amalgamated Union of Public Corporation, Civil Service, Technical and Recreational Services Employees (AUPCTRE) presented an Award of Excellence to the NDDC Managing Director.
Presenting the honor on behalf of the national leadership, the Chairman of the NDDC Staff Union, Comrade John Achoreturi, commended Dr. Ogbuku for his exceptional leadership, impactful infrastructural projects across the Niger Delta, and sustained focus on staff welfare.
