Russia calls on ICJ to issue advisory for Israel, Palestine negotiated settlement

HAGUE, Netherlands – Russia has called on the International Court of Justice, ICJ to issue advisory that would help Israel and Palestine reach a negotiated settlement.

Russian Ambassador to the Netherlands, Vladimir Tarabrin who was speaking at the UN court on the third day of the hearing on the legality and consequence of Israel’s occupation of Palestine said the world should create conditions for successful negotiation between Israel and Palestine and make it possible.

“He said violence breeds violence, hatred breeds hatred”, adding that it will be impossible to achieve peace without perusing the root cause of the violence.

He said the ICJ should give opinions that will be useful to the General Assembly of the United Nations.

The Russian representative who started his presentation by offering condolence to the families of Israelis killed in October 7, by Hamas, said what happened then does not justify collective punishment of Palestinians by Israel.

Tarabrin said every occupying state has the right to refrain from actions that affront the right of the people to self determination.

He said Israel is under obligation to cease violation of international law, adding that breaches include confiscation of land, demolition and violence from Israeli settlers. He said the settlement has grown steadily and that the policy will affect the future Palestinian State.

He told the ICJ that the settlement policy has done irreparable damage to the right of self determination by Palestine, contravene international laws and prevented negotiated settlement of the issue.

He said the policy has continued irrespective of previous resolutions by the United Nation and that the actions are counter-productive to a two state solution.

“The court must consider the consequences of Israeli violations, cease settlement and all activities that impede on the right of Palestine to an independent, viable and prosperous state with a capital in East Jerusalem”.

He called for a two state solution that will bring about peace to the satisfaction of both parties.
