Only 25% of Germans are in favour of the move, according the the survey by DeutschlandTrend for the ARD morning news programme.
The highest support was among younger and more formally educated voters. According to the survey, the EU initiative only has a majority among supporters of the Green Party.
Negotiators of the European Parliament and the EU states agreed in the autumn that only zero-emission new cars would be allowed to be registered in the bloc from 2035.
Germany, however, insists that an exception be made for vehicles with internal combustion engines that run on synthetic fuels. Such fuels are considered climate-neutral if the power needed to produce them and their components is generated from renewable sources.
