FBI names Caroline Otto Assistant Director Resource Planning Office

WASHINGTON, United States – Director Federal Bureau of Investigation(FBI) Mr. Christopher Wray has named Caroline Otto as the assistant director of Resource Planning Office at FBI Headquarters in Washington.

Caroline Otto most recently served as the chief of RPO’s Strategy and Performance Section.

She joined the FBI in 2005 as a management and program analyst in the Financial Analysis Unit of the Finance Division. In 2006, she moved to RPO’s Resource Analysis Unit, where she worked for four years.

In 2010, Caroline Otto was selected as a special assistant to the assistant director of the Human Resources Division. In 2012, she was promoted to chief of that division’s Workforce Planning Unit, which also included position management and classification. In 2015, Ms. Otto was named unit chief of the Strategy Management Office in RPO, where she focused on refreshing the FBI’s organizational strategy, mission, and vision statements.

Caroline Otto was promoted in 2016 to chief of the Strategy and Performance Section, where she oversaw the FBI’s strategy, its $5.8 billion compensation and benefits budget, its internal policy, and the administration of the FBI’s integrated program management process. She also managed a shared services unit that provided personnel, financial, and logistical support to 19 offices.

Prior to joining the FBI, Ms. Otto was a supervisory survey statistician for the New York Field Office of the U.S. Census Bureau. She holds a bachelor’s degree in business administration and a master’s degree in public policy. In 2013, the Office of the Director of National Intelligence awarded Ms. Otto the Human Capital Award for Outstanding Leadership.
