RUSSIA AMENDS LAW TO ENHANCE SAFETY IN AIR TRANSPORT

MOSCOW, Russia – The Russian government has approved a draft federal law to strengthen administrative responsibility for the commission of unlawful acts in air transport. The bill is part of effort to engender safety in the Russian aviation industry. Accordingly, bill provides for increased liability for such acts as the management of an aircraft by a person who does not have the right to manage it, the management of an aircraft by a person who is intoxicated.




The bill, cited as Amendments to the Code of Administrative Offenses of the Russian Federation (in Part of Enhancing Administrative Responsibility for Committing Illegal Acts in Air Transport) also prohibits transfer of control of an aircraft to a person in a state of intoxication as well as for a number of other unlawful acts committed on air transport.

In addition, the bill establishes increased administrative liability for petty hooliganism on any public transport in order to prevent cases of hooliganism that threaten the safety of the operation of vehicles and create an increased danger to the vital interests of the individual, society and the state.

“On March 15, 2018, at a meeting of the Government of the Russian Federation, the draft federal law “On Amendments to the Code of Administrative Offenses of the Russian Federation (in Part of Enhancing Administrative Responsibility for Committing Illegal Acts in Air Transport)” developed by the Ministry of Justice of Russia was approved.

“The bill provides for increased liability for such acts as the management of an aircraft by a person who does not have the right to manage it, the management of an aircraft by a person who is intoxicated, the transfer of control of an aircraft to a person in a state of intoxication, the failure of persons on board an aircraft, legal orders of the commander of an aircraft, as well as for a number of other unlawful acts committed on air transport.

“In addition, the bill establishes increased administrative liability for petty hooliganism on any public transport in order to prevent cases of hooliganism that threaten the safety of the operation of vehicles and create an increased danger to the vital interests of the individual, society and the state”, the Justice Ministry said in a statement.
