LAGOS, Nigeria – Some ministers in the federal cabinent don’t understand the content of the budget, Chairman House Committee on Environment and Habitat, Hon. Obinna Chidoka has said.
He made the revelation as one of the panelists at the ongoing Nigerian Bar Association, NBA conference in Lagos.
The lawmaker who was proffering answers to questions on the love gone sour relationship between the legislature and the executive said there are instances where ministers could not decode the content of the budget when meeting with relevant committees and consequently not able to give satisfactory answers to budgetary allocations.
He attributed the development to lack of knowledge and most especially square pegs in round holes. For a change, he advocated prebudget meeting between the executive and the legislature.
He explained that two sectors are given priority worldwide when it comes to budgetary allocation. According to him, the sectors are defence and environment.
He said it has been predicted that some cities will be wiped out of existence due to effects of climate change in the next few years.
While butressing his arguments with the unparallel flooding of Lagos State in recent times, he queried the rationale for allocating about N9 billion to environment in a national budget.
