WASHINGTON – President ​DONALD TRUMP’S administration is secretly drafting a bombshell 28-point plan with Russia to end the bloodiest war in Europe since the Second World War, according to explosive reports.

​The hush-hush deal, first revealed by Axios, aims to deliver “peace in Ukraine”, radically reshape “European security”, and redefine the future of US-Russia relations.

​American officials are desperately hoping the comprehensive proposal will gain crucial support from both Ukraine and the European Union before being unveiled.

 

​TOP SECRET TALKS

​The shock revelation claims the US President’s inner circle has been holding covert talks with Moscow on the massive 28-point roadmap.

​It marks the most direct high-level coordination between the two powers since the conflict began.

​Sources say the plan’s 28 points fall into four main categories:Peace in Ukraine;Security Guarantees; Wider European Security and Future US-Russia Relations

​Special Envoy Steve Witkoff is reportedly leading the charge on the US side, holding extensive discussions with Russian envoy Kirill Dmitriev.

​The move has been inspired by the success of President Trump’s previous 20-point peace efforts in other global hotspots.

​The secretive nature of the talks is likely to alarm some European capitals, who have consistently backed Ukraine’s tough line against Russia’s aggression.

​However, a senior US official insists they are trying to bring Kyiv and Brussels on board.

​”We think the timing is good for this plan now,” the official told Axios. “But both parties need to be practical and realistic.”

​A Ukrainian official confirmed their security advisor, Rustem Umerov, has been briefed on the draft, suggesting Kyiv is aware of the push for a major new diplomatic offensive.

​It remains unclear how the new proposal deals with the most contentious issue: Russia’s territorial control in eastern Ukraine, which has been a major sticking point in previous failed peace efforts.

​The Bloody War
​The conflict in Ukraine began with Russia’s full-scale invasion of the sovereign country over a year ago.

​Kyiv’s Red Line: Ukraine, led by President Volodymyr Zelensky, has consistently demanded the full withdrawal of all Russian troops from its internationally recognised territory, including Crimea, and has vowed to keep fighting until victory.

​Russian Demands: Moscow has insisted that Ukraine officially abandon its aspirations to join NATO, demilitarise, and recognise Russia’s annexation of territories.
​Previous negotiations have collapsed, and Western allies, particularly the EU and UK, have pumped billions of pounds in aid and weapons into Ukraine to help its defence.

​The fact that President Trump’s team is now working with Russia on a deal that covers:

“European security” more broadly is expected to cause major headaches for leaders across the continent, who fear a US-Russia bilateral agreement could sideline them.
