MOSCOW, Russia – Russian President, Vladimir Putin has said he intend to sign a decree recognizing Donetsk and Luhansk, two breakaway regions of Ukraine as independent entities.
Putin made the revelation in his telephone conversation with President of France, Emmanuel Macron and that of the German Chancellor, Olaf Scholz.
He made the revelation following weeks of tension in the region as a result of Russian forces on the border of Ukraine.
Putin is due to make a broadcast on Russian television to that effect later this evening.
Meanwhile, France has called for emergency Security Council meeting over recent utterance of Putin on recognizing the breakaway Ukraine regions.
