MOSCOW, Russia – The Russian Government has approved draft law to attract individual with high business to attract citizens with high business, personal and moral qualities to the penitentiary system.
On January 25, 2018, the Government of the Russian Federation approved a draft federal law “On service in the penal system of the Russian Federation”, developed by the Ministry of Justice of Russia on behalf of the President of the Russian Federation.
The bill establishes the legal, organizational and financial-economic basis for the service in the penal system, currently regulated by the Regulations on Service in the Internal Affairs Bodies of the Russian Federation, approved by Resolution of the Supreme Council of the Russian Federation No. 4202- I of December 23, 1992 .
The draft law defines the concept of “employee”, establishes the basic rights and duties of employees, restrictions and prohibitions related to the service, incentive measures and disciplinary penalties. The issues of official time and rest time of employees are regulated.
Adoption of the relevant federal law will help to attract citizens with high business, personal and moral qualities to the penitentiary system.
