MOSCOW – President Vladimir Putin of Russia has said he intends to relocate 345,000 citizens from dilapidated buildings to new flats by 2030.

Putin who was speaking at the State Council Presidium meeting in Moscow said most of those affected are living in at least 6.2 million square meters of housing no longer fit for living and have to be demolished.

“Over the past six years, more than 600 billion rubles of federal funds alone were allocated for the development of housing and utilities infrastructure. 3,655 infrastructure facilities and over 10,000 kilometres of public utilities underwent modernisation” he said.

He explained that estimates have it that the overhaul of the housing and utilities infrastructure to be done by 2030 will require at least 4.5 trillion rubles, to be covered both by the budget and private investors.

He said the master plans for developing communities should envision what the city, district centre, or village in question will be like in 6 to 12 years from now and anticipate the social and economic changes, proposing relevant infrastructure projects to be implemented.

He said that although Russia’s construction sector is growing rapidly, the current trends and macroeconomic situation suggest there is a risk of a slowdown.

According to him, appropriate steps must be taken by the Government in cooperation with the Bank of Russia.
