​WASHINGTON — In a direct challenge to diplomatic negotiations between Washington and Moscow, Ukrainian forces carried out a long-range drone attack overnight on a major southern Russian fuel export terminal. The facility was reportedly preparing to ship refined diesel fuel to the United States.
